Ontario's walled regulated market
Ontario is different from every other province covered on this site. Since April 2022 the province has operated a closed, regulated iGaming market: operators must register with the Alcohol and Gaming Commission of Ontario (AGCO) and hold a commercial agreement with iGaming Ontario before they can legally offer online casino or sportsbook to Ontario residents. That is what "walled" means - only registered brands are inside the wall.

Leon Gaming Limited holds a Curacao Master Licence No. 8048/JAZ and Kahnawake Gaming Commission oversight. Neither is an Ontario registration. Because Leon operates from offshore and has not been listed as a registered iGaming Ontario operator, it falls outside Ontario's regulated framework.
